Tim Down For Kelowna City Council

Better decisions. Better services. Better value.

Every tax dollar represents the work of a resident, family or business. Council has a duty to respect that effort by making careful decisions, controlling costs and delivering clear public value.

For nearly four decades, I have worked in property valuation, municipal taxation, real estate and business advisory services. I have learned to test assumptions, examine risk and ask whether the numbers behind a recommendation are reasonable and supported.

I am running because the decisions made during the next Council term will shape Kelowna for decades. Those decisions must improve life today without placing unreasonable costs on future residents.

I will support needed investment, but I will also ask:

  • Why is it needed?

  • What options were considered?

  • What will it really cost?

  • Can the same result be achieved for less?

  • How will we know whether it worked?

Good government is not measured by spending the least or the most. It is measured by spending the right amount, for the right reasons, in a way that leaves our community stronger.

I will ask better questions before asking taxpayers for more.

Four Priorities. One Clear Standard.

Better Value for Every Tax Dollar

Make City costs easier to understand, test lower-cost options before approving major spending and control costs before raising taxes or fees.

Safe Streets. Effective Care.

Clear rules for public spaces, the right responder for the right call and strong advocacy for treatment, justice and complex-care capacity.

Smart Growth. Attainable Housing.

More of the homes Kelowna needs, in places that can support them, with infrastructure planned in advance and public incentives tied to results.

Jobs, Investment & Local Business.

Faster and more predictable City decisions, accountable economic-development spending and employment land ready for investment.

Experience Built for the Council Table

I am currently an Associate Broker with NAI Commercial Okanagan and owner of PacWest Commercial Real Estate Advisors. I hold the CAE, CCIM and RI professional designations and bring nearly four decades of experience in valuation, property assessment, taxation, real estate and business analysis.

My career has included property assessment, property taxation, valuation, commercial real estate, business advice and elected municipal service. Across those roles, the same questions kept returning: Is the evidence sound? Is the cost reasonable? Who carries the risk? Will the decision create lasting value?

I am stepping forward because I believe that experience can help Council make better decisions, decisions that support people, protect the place we share, strengthen long-term prosperity and leave future generations with a stronger community.
