My family’s connection to the Okanagan spans generations.
My grandparents moved from Vancouver after the Second World War and built small businesses in Summerland and Vernon. Their lives reflected values that still guide me: hard work, service, personal responsibility and care for community.
I spent time in the Okanagan throughout my childhood and attended Okanagan College in the 1980s. My family and I have lived and worked in Kelowna for close to two decades. We raised our children here and are now grandparents ourselves.
Kelowna is more than where I live and work. It is part of my family’s story, and the place where I want future generations to have the chance to build secure, healthy and productive lives.
Four Decades of Practical Analysis and Public Service
For nearly four decades, Tim has worked in property valuation, property assessment, municipal taxation, commercial real estate and business advisory services.
He is an Associate Broker with NAI Commercial Okanagan and owner of PacWest Commercial Real Estate Advisors. His earlier career included more than a decade with BC Assessment and senior private-sector advisory roles with Colliers International and PricewaterhouseCoopers.
Tim was elected to Terrace City Council in 1996, giving him direct experience with municipal government, public budgets and the responsibilities of elected office.
Across these roles, he has learned to ask the questions that matter:

Who carries the risk?

Will the decision create lasting value?
That is the practical judgment he would bring to Kelowna City Council.
Professional Qualifications
Tim’s experience spans real estate valuation, property assessment, taxation, investment, brokerage and business analysis as well as corporate advisory services.
Tim currently holds three professional designations:
Certified Assessment Evaluator - CAE (Retired)
The CAE designation as granted by the International Association of Assessing Officers (IAAO), reflects advanced knowledge of property valuation for taxation, property assessment administration and property-tax policy. He was the first person to hold this designation in British Columbia and the first representative of the IAAO in the province as well.
This knowledge and experience informs Tim's understanding of how assessed property values, property tax rate policies and Council’s annual revenue decisions impacting property owner's, businesses and tenants' annual property taxes.
Certified Commercial Investment Member - CCIM
The CCIM designation granted by the CCIM Institute reflects advanced training and experience in commercial real estate investment, financial analysis, market analysis and decision-making.
It requires practitioners to test whether assumptions, projected income, costs and risks are supported by the market.
Professional RI
The Professional RI designation granted by the Real Estate Institute of BC reflects education and experience across real estate brokerage, investment, finance, development, property management, appraisal, assessment and consulting.
Former AACI, P.App.
From 1988 to 2026, Tim was a member of the Appraisal Institute of Canada and held their senior AACI, P. App. designation.
He resigned his membership in good standing in 2026. The AACI, P. App. designation is part of his professional history and is not presented as a current designation in use.
What This Experience Brings to Council
Credentials matter only when they produce useful judgment.
At the Council table, Tim’s experience would help him:

follow how public money is raised and spent;

understand the effect of taxes and fees on residents and businesses;

test financial assumptions in major projects;
-
assess land, development and infrastructure decisions;
-
distinguish first-year cost from full lifecycle cost;

identify financial and delivery risks;
-
compare reasonable alternatives;
-
separate activity from measurable results; and
-
explain difficult trade-offs in plain language.
Many important Council decisions involve questions of cost, value, risk and timing. Tim has spent his career examining those questions.
His contribution is not simply that he has worked in real estate. It is that he knows how to test whether the evidence behind a recommendation is reasonable and whether the proposed result is worth its full long-term cost.
Professional and Community Service
Selected service has included:

founding chair of a regional commercial real estate division;

director and committee roles in provincial real estate organizations;

executive roles in property-tax and commercial-investment associations;

professional-practice and legal-update working groups;

fundraising support for Breakthrough T1D Canada; and

involvement with local schools and youth sports.
The purpose of this work has always been the same: improve standards, share knowledge and strengthen the organizations and communities in which I serve.
Why I’m Running
Good decisions today build a stronger community tomorrow.
For four decades, my work has required me to observe, ask questions, measure results and respond when the evidence does not support the easy answer.
I am stepping forward because the next Council will make decisions that affect taxes, housing, public safety, infrastructure, business and the natural environment for many years.
I am not running because I believe government should always spend less or always do more.
I am running because government should make better decisions.
That means:

respecting every tax dollar because someone worked hard to earn it;

using evidence before opinion;
-
considering reasonable alternatives;
-
understanding the full long-term cost;
-
measuring whether the promised result was delivered;
-
changing course when better evidence emerges; and
-
leaving our children, our community and the natural environment in a better state than we inherited them.
We need to think beyond the present generation. My responsibility is to listen, learn and consider those who will live with today’s decisions long after this Council term has ended.
I will make decisions with confidence, but also with the humility to learn and improve.
Kelowna’s future will not be secured by slogans. It will be shaped by reasonable decisions, practical action and respect for those who come after us.
